- Ministry of Transport (MoT) assigns the working group a task to make Air codex of Republic of Latvia. The working group develops a draft for act of “About aviation”. The main contributor is a lawyer in the Aviation Department of the MoT, and a pilot V. Vismanis

- Saeima establishes and the President announces an act “About aviation” of Republic of Latvia which regulates all aviation operations in Latvia

- In accordance with an act “About aviation” in order to implement state authority function in civil aviation, a of Ministry of Transport of Republic of Latvia Civil Aviation Administration is established (Order Nr 22)

- Civil Aviation Administration starts to work under the leadership of Andris Zalmanis

- Saeima establishes and the President announces an act “About aviation” of Republic of Latvia in a new redaction which regulates activities of Civil Aviation Administration

- Civil Aviation Administration continues to work under the leadership of General Director Māris Gorodcovs
